Dr. V. Dale Jones became Vice President for Strategy, Administration, and Board Affairs on July 1, 2011.
He holds a B.S. in aeronautical engineering from the U.S. Air Force Academy, an M.B.A. from Wright State University, an M.A. in public policy from The George Washington University, and a Ph.D. in public administration from Syracuse University.
Previously, Dr. Jones was a tenured associate professor of public administration and the chair of the Master of Public Administration program at the L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University, as well as the director of the University's National Homeland Security Initiative. He was president of the College of Humanities and Sciences Faculty Council. He is the author of the book Downsizing the Federal Government: The Management of Public Sector Workforce Reductions, which examines organizational, managerial, and human resource dimensions of downsizing government agencies. He is a contributing author to another book entitled The Future of Public Administration around the World: The Minnowbrook Perspective, recently published by Georgetown University Press. His publications include professional journal articles in Public Administration Review, State and Local Government Review, American Review of Public Administration, Public Integrity Annual, and Journal of Forecasting.
Earlier in his career, Dr. Jones served as associate professor, Maxwell School of Citizenship and Public Affairs, at Syracuse University, where he was director of the Government Performance Project, a national-level effort to assess the management capacity of the 50 states, 35 largest cities, and 40 of the largest counties (funded by $4.8 million in grants from The Pew Charitable Trusts); adjunct associate professor, School of Public Affairs, and director of research, Center for Homeland Security, at the University of Colorado at Colorado Springs; and deputy department head, Department of Political Science, at the Air Force Academy. He taught courses in executive leadership, organizational theory and behavior, advanced public management, public administration, American government, U.S. national security policy, homeland security, and emergency management.
Dr. Jones graduated from the Air Force Academy as an Honor Graduate and finished in the top two percent of his class in leadership performance. He completed a career in the U.S. Air Force as a Lieutenant Colonel with service as a strategic analyst at the Organization of the Joint Chiefs of Staff at the Pentagon, military social aide to President Ronald Reagan at the White House, and certified acquisition program manager. During his 2003 academic sabbatical, he served as the legislative director in the U.S. House of Representatives for the Colorado 7th Congressional District. He received the 2004 Wright State University Distinguished Alumni Achievement Gold Award for a lifetime of public service.
As Vice President for Strategy, Administration, and Board Affairs, Dr. Jones will coordinate ongoing strategic planning for Hampden-Sydney College; supervise the offices of college events, communications and marketing, campus security, and the Atkinson Museum; and serve as the Board Secretary and chief administrative liaison for operations of the Board of Trustees. In addition, Dr. Jones will serve as the Interim Director of External Affairs for the Wilson Center for Leadership in the Public Interest.
Dr. Jones replaces Dr. Paul S. Baker, who will serve as Special Consultant to the President during 2011-12 while Dr. Baker finishes his preparation to enter the Methodist ministry.
