ARTICLE I - Name
The name of the organization shall be The Hampden-Sydney Tiger, hereafter referred to as the "Tiger."
ARTICLE II - Mission
The Tiger, which was established in 1919, is both the student newspaper of Hampden-Sydney College and the community newspaper for the academic community of Hampden-Sydney, VA. As such it has a civic responsibility to report on the total life of the community - intellectual, cultural, athletic, social, and spiritual - as well as accurately reflect responsible student opinion and concerns.
ARTICLE III - Editorial Policy
Section 1. Editorial policy is solely in the hands of the Editor-in-Chief.
Section 2. Editorial Policy must be consistent with the standards established in Article IV of the Constitution of the Board of Publications.
Section 3. Editorial policy is subject to the review of the Advisor and Board of Publications under Section III of the Board of Publications By-Laws.
ARTICLE IV - Goals
Section 1. The Tiger strives always to be factually accurate, graphically pleasing, and in conformity with accepted standards of good journalism.
Section 2. The Tiger strives to publish on a regular schedule established at the beginning of each semester.
ARTICLE V - Functions
Section 1. The Tiger is published at least five (5) times each academic semester.
Section 2. The Tiger records significant events, publishes items of interest, promotes improvement of the College, and welcomes the expression of responsible student opinion.
ARTICLE VI - Officers
Section 1. The Editor-in-Chief is elected by the Board of Publications from applications received by the Chairman of the Board of Publications in February.
Section 2. The Editor-in-Chief serves from March to March.
Section 3. The Editor-in-Chief receives a stipend from the Board of Publications so long as the Board deems the performance of his duties to be satisfactory. The stipend is paid half in October and half in March.
Section 4. The Business Manager is elected in March by the Board of Publications from nominations by the Editor-in-Chief.
Section 5. The Business Manager serves from March to March.
Section 6. The Business Manager receives a stipend from the Board of Publications so long as the Editor-in-Chief and the Board deem the performance of his duties to be satisfactory. The stipend is paid half on October and half in March.
Section 7. All other members of the staff are appointed by the Editor-in-Chief and are responsible to him for the satisfactory performance of their duties.
ARTICLE VII - Advisor
Section 1. The Tiger will have a faculty or staff Advisor appointed by the President of the College from nominations by the Editor-in-Chief and the Board of Publications.
Section 2. The Advisor will serve a term of two years and is eligible for reappointment.
Section 3. The Advisor is responsible for providing guidance to officers and staff of the Tiger in order to assure that the mission and functions of the Tiger are fulfilled and that the Editor-in-Chief and Business Manager are in compliance with their responsibilities to the Board of Publications.
Section 4. If the Advisor believes that the Editor-in-Chief or Business Manager is not fulfilling his duties satisfactorily, he/she should inform him and the Board of Publications.
ARTICLE VIII - Finances
Sections 1. The Tiger will strive to cover operating expenses from revenue generated by advertisements and subscriptions.
Section 2. Finances are the responsibility of the Business Manager under the direction of the Editor-in-Chief and the Advisor.
Section 3. Printing and Mailing costs for each issue will be paid prior to the publication of the second subsequent issue.
Section 4. At the end of each semester, the Business Manager will provide the Editor-in-Chief an accurate accounting of all revenue.
Section 5. The Tiger will bank with the College, which provides monthly statements of deposits and expenses.
ARTICLE IX - Amendments
This Constitution may be amended by a majority Board of Publications with each member having for this purpose an equal vote.
