Dr. Howard served as the moderator for the panel discussion on the role of philanthropy



Dr. Carol Adelman is a Senior Fellow and Director of the Center for Global Prosperity (CGP) at Hudson Institute where she lectures, writes, and advises media on economic growth, foreign aid, global philanthropy, and international healthcare issues.  She developed and oversees the main publication of the CGP, the annual Index of Global Philanthropy and Remittances, the first comprehensive compilation of U.S. and other donor countries' international private giving to the developing world. The Index documents the magnitude of contributions from foundations, corporations, private and voluntary organizations, religious organizations, universities, and remittances from individuals, while reporting on new and innovative private giving trends and practices. 


The Center's work is widely used by the U.S. Government, multilateral agencies, philanthropic institutions, the media, and academia. The Index was cited in Foreign Affairs as "a one stop compendium of the best available data on global philanthropy."  








Peter Kellner founded Richmond Global in 1999. Richmond Global is a firm with venture capital investments in technology and communications in the United States, China, and India. A social entrepreneur, in 1997 Kellner co-founded Endeavor, a pioneering organization promoting entrepreneurship in emerging markets; and in 1992, he co-founded Hungary's Environmental Management & Law Association (EMLA), one of Central Europe's leading NGOs developing environmental law and policy.
Kellner is Chairman of the board of Obopay, Inc., and is a board member of AdChina, Inc., and of Rubicon Global LLC. He serves on the nonprofit boards of Endeavor and Ashoka Youth Venture. He is a Trustee of the Allen-Stevenson School in New York. He is a Member of the Council on Foreign Relations; Crown Fellow, The Aspen Institute; Member, Pacific Council on International Policy (PCIP); Member, International Institute for Strategic Studies (IISS); and Member, North America Council of Ashoka. In 2009, he was selected as a Young Global Leader of the World Economic Forum.
He received his undergraduate degree from Princeton University and was a Fulbright Scholar to Hungary after college. He received a Juris Doctorate from Yale Law School and a Master of Business Administration from Harvard Business School.






Charles Payne '88 is a shareholder with the law firm of Hirschler Fleischer. Charlie is part of the Business section of the firm and is located in the firm's Fredericksburg, Virginia office. Charlie is a native of the Fredericksburg area and prides himself on the business development services he provides to the local community. Charlie's practice areas include corporate and general business law, public-private partnerships, zoning and land use, commercial real estate, and federal and state government relations. He routinely represents corporations, real estate developers, contractors, not-for-profit foundations, banks, government contractors, medical practitioners and economic development authorities.  Charlie is the former General Counsel to the U.S. Small Business Administration (SBA) and represents a variety of clients ranging from land developers and contractors to emerging small and large businesses, banks, economic development authorities, medical practitioners, government contractors and foundations.

He received his law degree from the Thomas M. Cooley Law School and a BA from Hampden-Sydney College.  His pro bono and community service work is extensive.  He currently serves as the General Counsel to Fredericksburg Rescue Squad and General Counsel to Fredericksburg Area Builder's Association.  He is on the George C. Marshall Foundation Board of Trustees, Rappahannock Economic Development Corporation (REDCO-504) Board of Directors and the Board of Trustees for Hampden-Sydney College.  In addition to his many community projects, Charlie is the General Counsel for the Sunshine lady Foundation and serves as adivor to Doris Buffett.
