CRRSAA Higher Education Emergency Relief Fund (HEERF II) Emergency Financial Aid Grants to Students

The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), signed into law on December 27, 2020, authorized the second Higher Education Emergency Relief Fund (HEERF II) to help higher education institutions prevent, prepare for, and respond to COVID-19. Similar to HEERF I established by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, HEERF II includes financial aid grants to students, which can be used for the students’ cost of attendance or for emergency costs that arise due to COVID-19 such as tuition, food, housing, and health care. CRRSAA requires that institutions provide at least the same amount in financial aid grants to students from HEERF II as was required under the CARES Act’s HEERF I. This student portion amount is $339,954 for Hampden-Sydney College. CRRSAA also requires institutions making HEERF II financial aid grants to prioritize students with exceptional need.

Institutions are required to post information on the use and distribution of both the student financial aid grant portion and the institutional portion of these HEERF II funds. The required information is listed below and will be updated quarterly. 

  1. FUNDING CERTIFICATION AND AGREEMENT
    Prior to receiving HEERF I, Hampden-Sydney College signed the Funding Certification and Agreement and returned it to the Department of Education. The College intends to use $339,954, the applicable amount of funds designated under Section 314(a)(1) of the CRRSAA, to provide emergency financial aid grants to students.

  2. FUNDS RECEIVED
    Hampden-Sydney College received $339,954 from the Department of Education pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) program.

  3. FUNDS DISTRIBUTED
    As of June 30, 2021, the total amount of Emergency Financial Aid Grants distributed to students under the CRRSAA (a)(1) program was $118,500.

  4. STUDENT ELIGIBILITY
    The estimated total number of students at Hampden-Sydney College who are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) program is 587.

  5. NUMBER OF STUDENTS RECEIVING FUNDS
    The total number of students who have received an Emergency Financial Aid Grant under the CRRSAA (a)(1) program as of June 30, 2021 is 198.

  6. METHOD USED TO DETERMINE ELIGIBILITY
    Hampden-Sydney College used the following method to determine which students would receive the Financial Aid Grants and how much they would receive under the CRRSAA (a)(1) program: 
    -Pell Grant eligible students received $900.
    -FAFSA filers with Expected Family Contribution (EFC) above Pell but less than $20,000 received $650.
    -FAFSA filers with EFC of $20,000-$40,000 received $400.
    -FAFSA filers with EFC above $40,000 and who demonstrate financial need received $200.

  7. GUIDANCE PROVIDED TO STUDENTS
    Students received e-mail notifications about the HEERF II financial aid grants to students and what costs the financial aid grants can cover. Students were also be asked to complete an authorization form to indicate whether the funds should be credited to their student account or mailed as a check. Students who chose to receive a check were asked to provide their current mailing address.
