CARES Act, CRRSAA, & ARP Higher Education Emergency Relief Funds (HEERF I/II/III) Emergency Financial Aid Grants to Students
March 31, 2022
The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) and the American Rescue Plan Act of 2021 (ARP) authorized the second and third Higher Education Emergency Relief Funds (HEERF II & III) to help higher education institutions prevent, prepare for, and respond to COVID-19. Similar to HEERF I established by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, HEERF II and III include financial aid grants to students, which can be used for the students’ cost of attendance or for emergency costs that arise due to COVID-19 such as tuition, food, housing, and health care. CRRSAA requires that institutions provide at least the same amount in financial aid grants to students from HEERF II as was required under the CARES Act’s HEERF I. The ARP is a continuation of the CRRSAA program. Institutions receiving HEERF funds are required to post information on the use and distribution of both the student financial aid grant portion and the institutional portion of these funds. The required information for these HEERF programs is listed below and will be updated quarterly. Please see the Quarterly Budget and Expenditure Reporting for information on the institutional portion.
